Ireland Has Created Its First Public Register Of Domestic Violence Offenders

Ireland has created its first public register of domestic violence offenders.

The online register will make public the names of people who have been convicted of serious domestic violence offenses, including murder, rape, sexual assault, coercive control, stalking, nonfatal strangulation and threats to kill.

It will include the convicted person’s name, age, offense and sentence after a judge decides whether it should be published.

The survivor’s consent will also be required to publish the offender’s name.

Known as Jennie’s Law, it is named after Jennifer “Jennie” Poole, a 24-year-old mother of two who was murdered by her former partner, Gavin Murphy, in Dublin, on April 17, 2021.

Poole and her family did not know that Murphy had a history of abusive behavior and believed he had returned from Spain when he had actually been in prison for two years for assaulting a former partner and her mother with a knife.

Murphy received a mandatory life sentence in April 2022 for murdering Poole.

After Poole’s death, her family, including her brother, Jason, campaigned for years for a public record that would let people check a partner’s history of domestic violence convictions before something similar could happen again.

The Dáil, the Irish parliament’s lower house, passed the bill on July 15, and Ireland president Catherine Connolly officially signed it into law on July 21.

The justice minister said the register, which will be launched after he sets a start date, is intended to help people make informed safety decisions, and it is only one part of Ireland’s response to domestic violence.
