What is the delay in contactless payments on Irish public transport?

The Irish Independent has identified 40 cities globally that have overtaken Ireland in producing a contactless payment system for their public transport.
Various cities around the world introduced contactless payments over a decade ago, while full integration of the system in Ireland is not expected until about 2029.

What is the hold-up?
Complexities such as providing for passengers changing transport modes, avoiding disruption to transport routes and integrating new physical infrastructure to allow for card payments have been cited by the National Transport Authority (NTA) and the Department of Transport as reasons for delays.
